The goal is to share the available capacity "fairly" among many sources while maintaining queue length at a bottleneck node at a desired level. This problem is first formulated as a stochastic control problem, and then converted to an equivalent decentralized team problem. In this reformulation, each member of the team has access to different information, but yet minimizes a common objective function that encapsulates several quality-of-service requirements. In the framework of the team problem, rate-control mechanisms have been developed, which stabilize the queue length at a bottleneck node, even though different sources may experience different round-trip delays to this node. Various appealing robustness properties of the solution have been illustrated through simulation experiments, among which is robustness with respect to unknown and variable delays.} }
